Government tightens controls on rare earths

BEIJING - Strategic rare earth minerals will only be mined by a few select State-owned enterprises (SOEs) as part of the government's bid to crack down on illegal exploitation and consolidate reserves, according to sources close to the matter.

The Ministry of Industry and Information Technology and the National Development and Reform Commission have sent the draft plan to the State Council for approval.

 

US slaps punitive penalties on Chinese steel gratings

WASHINGTON: The US Commerce Department on Tuesday set final anti-dumping duties (AD) and countervailing duties (CVD) on imports of steel gratings from China, a move which might escalate trade disputes between the two countries.

The department said in a statement that it had set final anti-dumping duties of 136.76 to 145.18 percent on the steel product to offset below-market pricing.

 

Bank tightens loans to energy-intensive industries

BEIJING - The People's Bank of China (PBOC), China's central bank, issued a circular Monday requiring banks to curb lending to energy-intensive industries, a move echoing government energy-saving and pollution-reduction measures.

It also banned new credit to any projects not complying with government energy-saving policies.

According to the circular, banks should conduct an overall review of loans to energy-intensive industries and report the results to the central bank by the end of June.

 BEIJING—China will subsidize buyers of battery-powered cars and plug-in hybrids under a pilot program aimed at keeping the country competitive in the global race to develop an electric-vehicle industry, but which also risks a public backlash.

Buyers of electric vehicles will receive up to 60,000 yuan ($8,800), and buyers of certain gasoline-electric hybrids as much as 50,000 yuan, under the two-year program set to start this year in five cities—Shanghai, Hangzhou, Changchun, Shenzhen and Hefei—the ministry of finance said Tuesday.

Similar subsidy programs already are offered or are being rolled out in the U.S., Japan and Europe.
